U.K. Govt's Central Institutions Less Powerful

According to a report from the think tank Institute of Government, the U.K. government's central institutions are actually smaller and may be less powerful than those of many other OECD nations. The centers of government in Canada and France are twice as big as a proportion of the total civil service.

This U.K. government model gives departments with considerable freedom to manage compared to other OECD nations, the report said. As the center of government play a major role in setting targets for the rest of Whitehall, there would be few consequences if these targets are not met.
